In 2016, the Council of the European Union adopted the Recommendation on „Upskilling Pathways: New Opportunities for Adults”. Its objective is to respond to the risk for adults who do not possess a functional level of basic skills to get stuck in a „low skills-poor jobs trap”, and to provide adults with lower level of skills, knowledge or competence with opportunities to develop basic skills and/or acquire a wider set of skills, relevant for active participation in society and the labour market.
In the course of the European Year of Skills 2023, the Commission has now evaluated the actions taken in response to the Council Recommendation on Upskilling Pathways and the evaluation package was adopted recently. The results paint a picture of an overall moderate impact of the Recommendation, and the findings confirm the relevance of projects like RAFT in the context of skills assessment, the provision of tailored and flexible learning offers and the validation and recognition of acquired skills.
